DESPUES DE TANTOS AÑOS DE LUCHA, MANTENIENDO UNIDO AL DEPARTAMENTO DE TARIJA, VAMOS A LA CONSOLIDACIÓN DEL SUEÑO DE NUESTROS PADRES …,
LA REGION CHAQUEÑA SERA UNA REALIDAD

Recordemos la historia de la lucha de los chaqueños, chaqueñas y sus hijos e hijas, contra el centralismo departamental, y nos daremos cuenta que esa lucha empieza a tener sus frutos, si bien oficialmente se dá con el denominado Pacto del Quebracho, la lucha data de muchos años atrás.
El Pacto del Quebracho firmado en 1983, en Villamontes, postulaba la creación del Departamento del Gran Chaco. En ese momento, las causas que motivaban una posible separación de los departamentos era la misma: “el centralismo de las capitales ahogaba las aspiraciones de las provincias chaqueñas”.
El Pacto se renovó el pasado 14 de febrero de 2002, en Camiri, cuando las agrupaciones cívicas chaqueñas resolvieron impulsar a fondo un manifiesto para la creación del Departamento del Gran Chaco, la cual estaría constituida por una o más provincias articuladas por su historia y cultura, administrada por un gobierno regional, un Consejo de Gobierno regional, una Junta de Gobierno y un Consejo de Desarrollo Regional.
El año 2002 se solicitó al ex Presidente Carlos Meza, el referéndum departamental para consultar a los casi 400 mil habitantes de las provincias Gran Chaco (Tarija), Cordillera (Santa Cruz), Hernando Siles (Chuquisaca) y Luis Calvo (Tarija), si quieren o no crear una entidad departamental autónoma que les permita decidir y administrar sus propios recursos. Demanda infructuosa.
Esta demanda fue criticada por los comités cívicos de Tarija y de Chuquisaca, que han visto en la postura chaqueña una actitud oportunista, comités que jamás vieron las demandas de los chaqueños y chaqueñas, más al contrario a todo vapor generaron una campaña en contra de la aspiración de los generadores de hidrocarburos.
La historia en la Asamblea Constituyente fue similar, a los que peleabamos para que el Chaco Tarijeño cuente con su autonomía en el marco de la UNIDAD DEPARTAMENTAL, fuimos ferozmente atacados por la oposición tildados de traidores a Tarija, cuando lo único que se buscaba fue la posibilidad que en este caso, la Provincia Gran Chaco del Departamento de Tarija, consolide la posibilidad de elegir a sus autoridades, decidir su desarrollo y administrar sus propios recurso.
La derecha Tarijeña representada por el MNR-FRI, MIR, ex ADN, -aun aleteando en Tarija-, sumado a éstos otros como el MSM, se opusieron tenazmente a la consolidación de las autonomías regionales en la Asamblea Constituyente.
Lo mismo sucedió en la mesa del díalogo en Cochabamba, los representantes de la Prefectura de Tarija, decidieron suspender el díalogo, so pretexto de la detención de un responsable de la voladura del ducto.
Con ese pretexto no se presentaron en la Sub comisión de Autonomías Regionales, a consolidar lo que ya estaba en el texto constitucional, “No” les interesó para nada que muchos representantes del Chaco Tarijeño se encuentren en Cochabamba para justamente consolidar las autonomías para la provincia Gran Chaco”, pues habiamos Diputados del Chaco, Constituyente de la C-45 del MAS, Alcaldes, dirigentes sociales, porque era determinante para que se quede o se saque la Región de la Nueva Constitución Política del Estado.
La lucha de un pueblo es permanente, y cuando se es consecuente se logra llegar a la meta, y producto de ello es la Nueva Constitución Politica del Estado, producto de la lucha de muchos y muchas, es que consolidamos las autonomías regionales, y producto también de ello es también la Ley 4021 del 14 de abril de 2009.
Esta Ley Transitoria Electoral, posibilita en su Capítulo III, art. 76 que el 6 de diciembre de 2009, en el Chaco Tarijeño, se consolide un proceso tan anhelado “el referendo regional de la provincia Gran Chaco”, para que como dice el artículo:
“En aplicación del Artículo 280, parágrafos I, II y III de la Constitución Política del Estado, la Provincia Gran Chaco del Departamento de Tarija optará por la autonomía regional el 6 de diciembre de 2009 vía referendo, a solicitud expresa, mediante ordenanzas de los gobiernos municipales de Yacuiba”.
“Dentro del respeto a la unidad e integridad territorial del Departamento de Tarija, el Chaco Tarijeño, dará su segundo paso a la autonomía, el primero fue su constitucionalización”
