¿La cometió Marcelo Zabalaga, Super de Bancos a.i. en el Acto de Reconocimientos por sus 80 años (en realidad, menos de 70), al no incluir a Alfredo Alexander Ponce? El infaltable “consultor” de los Superintendentes desde 1995.
Alexander siempre estuvo detrás de las Liquidaciones de Bancos, Cooperativas y Mutuales como asesor de la Súper de Bancos desde que apareció el Banco Sur S.A. Antes fue Gerente General del Banco Ganadero del Beni S.A., BIGBENI, de Mustafa y Chirique. En esa época, José Meruvia Villarroel, quien lo acompañó en varias liquidaciones y ahora último en la de la Mutual Guapay, era su Sub Gerente Operativo. Henry Mendieta Alanis, era Gerente del Banco de Inversión Boliviano S.A., conocido por BIBSA, de Gutierrez, Urquidi y Kawai. Ambos bancos estaban en quiebra por sus créditos vinculados y de su forzada fusión, nace el Banco Sur, con casi el mismo directorio del BIGBENI. Dios los cría y el diablo los junta.
Los tres pertenecieron del esquema manejado por Jacques Trigo, luego por Fernando Calvo, cuyos principales operadores eran Javier Fernández y Efraín Camacho. Éste último quiso reemplazar a Calvo como Súper de Bancos apoyado por un Senador de PODEMOS. Fernández y Camacho fusionaron a los bancos BIGBENI y BIBSA en el Banco Sur de corta existencia, del que Alexander se volvió su Gerente General. Antes buscó su inmunidad ante Jacques Trigo a cambio de documentos comprometedores. Denunciados los entretelones del Banco Sur, la Súper de Bancos decidió liquidarlo y nombró Interventor a Henry Mendieta . Todo sea en familia.
Como asesor de Jacques Trigo, Alexander participó en los entretelones de la fusión del Banco Boliviano Americano (BBA) con el Interbanco de David Blanco, para que el nuevo BBA no tenga responsabilidad en los asuntos del BBA International (BBAI), operación ¨off shore¨ no establecida en Bolivia. Hasta entonces, la esposa del Intendente Javier Fernández, gerentó el grupo de “Chichi Siles”, RIBSA, representante del BBAI, garantizando el silencio de la Súper de Bancos sobre las actividades del BBAI. Desprendido el BBA del BBAI, Jacques Trigo dio el visto bueno. Así, el BBA desatendió a los ahorristas del BBAI, salvo Irving Alcaraz, Alfonso Revollo Thenier, Freddy Teodovich y el mismo hermano del Super de Bancos, Juan Carlos Trigo Loubière, quienes recuperaron sus depósitos junto a los cooperativistas mineros. A los demás ahorristas les despojaron USD 23 millones, “porque el “off shore” BBAI no tenía nada que ver con el BBA S.A”.
El nuevo BBA comenzó a otorgar créditos vinculados, hasta que Jacques Trigo, ya ganador de dos sorteos del Banco Santa Cruz por USD 65.000, siendo Súper de Bancos, lo intervino con Fernando Calvo a USD 12.000 de sueldo mes, asesorado por Alexander, como para posteriormente reconocer favores por su nombramiento de Súper de Bancos en reemplazo de Jacques Trigo. Quedaron de herederos sus Intendentes de confianza, Camacho y Fernández; Alexander de asesor a Fernando Calvo, ya como Súper de Bancos, al que colaboró en las adjudicaciones. Calvo, designó como Intendente Liquidador del Banco Sur y Banco Cochabamba a Henry Mendieta en marzo de 2004, asignándole un doble sueldo de Bs.45.769, por el primer y segundo banco. Vulneró el artículo 32 de la Ley 1488. Quien no sea como nosotros, está contra nosotros.
En este caminar, Alexander siempre detrás de los Interventores Liquidadores del Banco Sur (costó al país USD 86 millones), Banco Cochabamba (USD 61 millones) BIDESA (USD 57 millones), BBA (USD 50 millones), Cooperativas San José Obrero, Trapetrol Oriente y Mutuales La Frontera, Manutata, Del Pueblo, Tarija que costaron al país más de USD 250 millones. Ahora de la Guapay, cuya mala supervisión correspondió a la gestión del Súper de Bancos Fernando Calvo y de sus Intendentes Camacho y Fernández, siendo Presidente de su Directorio, Juan Carlos Durán. Cuando nuevamente intervinieron Jacques Trigo con Alfredo Alexander (siempre unidos, ganan más) y cobraron USD 150.000 a la mencionada Mutual por un “due diligence”, presentado a los canadienses que querían ingresar como socios el 2005. Después, lo reacondicionan y venden a otras bancos interesados en comprar la Mutual Guapay.”Business is business”
Al 2008 ingresa en liquidación y es intervenida con José Meruvia, ya conocido cuando el BIGBENI. Meruvia también fue Gerente de Área en el Banco Sur cuando lo gerentó Alexander. Luego apareció como Gerente Regional del Banco Sol, obligado a renunciar el 25 de febrero de 2003. Pero pronto es nombrado Interventor Liquidador del BIDESA y enseguida se desempeña como Interventor Liquidador de la Mutual Guapay, comprada por el BISA.
Meruvia da la cara, pero el que dirige es Alexander, con oficinas lado a lado en la Mutual Guapay y en la calle A no.6, Guapay/Equipetrol, donde trabajan en las tardes. Esto, después que el nuevo Súper de Bancos a.i., quien ya pasó su primer año, aseguró que el anterior esquema estaba cambiado. Mas cambian y más es de lo mismo.
¿Merecía o no un Reconocimiento el “consultor” Alexander el pasado 11 de julio?
