La provincia Guarayos cuenta con una riqueza forestal muy grande, con más de 280 especies de árboles, de las cuales muchas producen madera v aliosa. En consecuencia, el patrimonio forestal guarayo es fuente de ingresos y de empleos para ese pueblo indígena, así como también de alimentos, de material de construcción y de medicinas. Es decir, forma parte de su cultura.
Pero recorriendo la zona, se puede observar una creciente deforestación de la cobertura boscosa। Más y más bosque se convierte en tierra cultivada, en pasto para el ganado vacuno y en barbechos degradados. Para cuantificar este proceso y mostrar su evolución, CIPCA Santa Cruz elaboró un estudio con base en imágenes satelitales sobre la deforestación en los tres municipios de la provincia Guarayos. El estudio abarca los años 1994, 2001 y 2005.
Los resultados del estudio son alarmantes: entre 1994 y 2005 la superficie desmontada dentro del área de la demanda de la TCO Guarayos suma 97।272 hectáreas. Esta superficie iguala a un desmonte de 17 .686 canchas de fútbol por año o 48 canchas de! f&uacut e;tbol por día.
Sobrepuestos en el Plan de Uso de Suelos (PLUS) de Santa Cruz, los resultados son más alarmantes aún: mientras que 8 % de las áreas desmontadas se encuentran en áreas para ganadería y el 34 % en áreas agrosilvopastorales, la gran mayoría de los desmontes (57 %, igual a 55।778 hectáreas) están ubicadas en zonas designadas para manejo forestal sostenible. Por supuesto, desmontar no es una práctica del manejo forestal sostenible.
La deforestación en Guarayos es consecuencia de varias causas directas e indirectas। Estas son el crecimiento alto de la población (natural y por inmigración), el desarrollo de la infraestructura caminera, la expansión de la agricultura y la ganadería, la alta demanda externa de productos tropicales, incendios forestales frecuentes y la inseguridad de la tenencia de la tierra.
Por supuesto, tampoco faltan las consecuencias de la deforestación। Hay erosión del suelo y desestabilización del régimen hidrológico, lo que a su vez provoca las inundaciones o sequías (el estudio muestra que entre 1994 y 2005, más de 3.200 hectáreas fueron desmontadas en zonas clasificadas como ‘Bosque de protección de orillas de cursos de agua’ por el PLUS). La deforestación provoca también cambios climáticos, tanto en escala local como en escala global (es una de las causas principales del calentamiento global). Además la deforestación es responsable de la reducción de la biodiversidad de especies de plantas y animales.
Aparte de estos problemas ambientales, la deforestación genera también problemas socioeconómicos। El bosque guarayo, rico en especies valiosas, es un capital que genera ingresos. La destrucción del bosque es en realidad la destrucci&oacu te;n irracional de capital que hipoteca la generación! de ingr esos en el futuro. Además, la deforestación altera negativamente la calidad de vida de un pueblo y de una cultura. Sin bosque los guarayos están condenados a adoptar un estilo de vida que no es el suyo, ya que los recursos naturales son parte de la cosmovisión de las culturas que emergen de las selvas.
Es hora de hacer cumplir las leyes Forestal, Agraria, de Medio Ambiente, el PLUS, entre otras, que según expertos son normativas destacadas en el mundo। También hace falta la presencia del Estado, a través de las instancias que disponen las leyes y, por último, hace falta la penalización de los delitos ambientales. Asimismo, es hora veamos al bosque como un capital y no un estorbo, que un manejo sostenible representa un flujo de ingresos y la generación de empleo no sólo para nosotros y para nuestros hijos, sino también para nuestros nietos y bisnietos.
